“100韧性城市”由洛克菲勒基金会倡导创立,致力于帮助全球城市在应对自然、社会、经济等在21世纪日益凸显的挑战时更具韧性。

100韧性城市”支持城市采纳并融合韧性视角,这一韧性视角不仅仅包括地震、火灾、洪水等急性冲击,也包括那些日复一日或周期性侵蚀城市的慢性压力。

这些慢性压力包括高失业率、公共交通体系负荷过重或效率低下、暴力盛行、粮食与水资源长期短缺等。通过处理急性冲击和慢性压力,城市将更有能力应对不良事件,而且不论在顺境还是逆境中,总体上能够更好地为所有人提供城市的基本功能。

100韧性城市网络为成员城市提供必要资源,通过四个主要路径帮助城市制定路线图:

1.          为在市政府中设立“首席韧性官”这一创新的新岗位提供财务及后勤指导,首席韧性官将引领城市韧性建设工作;

2.          为制定有力的韧性战略提供专家支持;

3.          为城市提供解决方案、服务供应商以及有助于制定并实施韧性战略的私营、公共和非政府组织领域的伙伴

4.          使城市加入全球成员城市网络,与其他城市互学互助。

通过以上举措,“100韧性城市”不仅致力于帮助各个城市增强韧性,也将推动构建涵盖政府、非政府组织、私营部门及公民个人的全球韧性实践。

100韧性城市”由洛克菲勒基金会倡导成立并提供资金支持,洛克菲勒慈善公司(RPA)将其作为赞助项目管理。该公司为符合美国国内税法第 501(c)(3) 条款的独立非盈利组织,对其赞助的项目进行管理并提供运营基础设施。

100韧性城市”在纽约、伦敦、墨西哥城和新加坡均有员工及办事处,以支持各区域城市的工作。

我们的历史

“100韧性城市”于2013年由洛克菲勒基金会创立,该年也是基金会成立一百周年。2013年12月,我们开始与首批32个城市开展合作。2014年,我们收到来自94个国家的330份申请,并于12月宣布35个第二批成员城市。第三届100韧性城市挑战于2015年11月落幕,我们于2016年5月公布了最后一批加入的城市

“100韧性城市”的团队成员及专家评审组审核了逾1000份候选城市的申请。评审专家关注该城市的市长是否具有创新力、最近推出的变革举措、城市以往建立伙伴关系的情况以及与各利益相方合作的能力。

100韧性城市在中国

100韧性城市”于2014年在第二批城市中增加了中国的德阳和黄石,于2016年在第三批城市中增加了义乌。“100韧性城市”非常荣幸中国城市和小城镇改革发展中心(CCUD)能成为关键战略合作伙伴。作为城市规划与发展的意见领袖,中国城市和小城镇改革发展中心为“100韧性城市”的3个中国成员城市及伙伴提供了重要指导,并与100韧性城市项目合作,从而使韧性建设的过程符合中国城市的特点。随着3个中国城市制定并开始实施城市韧性战略,中国城市和小城镇改革发展中心将与我们共同评估该项目,并就如何使该项目适用于其他中国城市提出建议。

During his studies, Luis was a public sector consultant with Accenture, working with the European Centre for Government Transformation (ECGT) and the Municipality of Barcelona on projects related to micro-distribution of services, reduction of emissions and innovation of public and mobility services. Working in accordance with European Union legislation and funds, including Horizon 2020 and the SMEs instrument, he and his team won the Public Service Innovation Award 2015. He currently follows an Executive Education program at the London School of Economics & Political Science (LSE).

  • Isabel Beltrán

    Isabel Beltrán

    Isabel Beltrán joined 100RC after over 10 years of experience in international development. Prior to 100RC, she worked at the World Bank in Washington D.C. - in both the Research Group and the Bank's Development Impact Evaluation Initiative. She contributed to the design and implementation of impact evaluations in Africa and Asia. She also worked at the Inter-American Development Bank (IDB) where she developed extensive expertise in Latin America. As part of the IDB's Young Professionals program Isabel spent one year in Peru working with the IDB's Country Director in the development of the Country Strategy. She also spent four years in the Emerging and Sustainable Cities Initiative of the IDB in Washington D.C. working with local governments to develop multisector sustainable action plans, defining interventions, prioritization processes, and defining possible funding sources. Beltran holds a Master's in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University and both a Bachelor's degree and Master's degree in Economics from the Catholic University in Ecuador. She is a native Spanish speaker.

    Kirsten joins 100 Resilient Cities after nearly 8 years working for the City of New York. She brings a wealth of experience working with New York City on payment design, implementation, and collection,,operational process improvement, and policy development and program implementation. She most recently worked as a Senior Strategic Planning and Policy Manager at the Department of Buildings where she led initiatives to improve customer service through better use of technology. Prior to that, she served as the Director of Policy and Operations at the Department of Finance where she worked to consolidate the City's payment infrastructure and services. In this capacity, Kirsten developed citywide payment policy and worked to redesign the City's bank account structures and reconciliation procedures to better align with automated payment processing. As a Policy Analyst in the Office of Long-Term Planning and Sustainability she helped develop the City's strategy for accelerating the phase out of home heating oil – reducing particulate emissions in New York City by 65% since 2011. Kirsten started her career as an Urban Fellow at the Taxi and Limousine Commission. Kirsten received a Masters of Science with Merit in Housing and Regeneration from the London School of Economics and is a Phi Beta Kappa graduate from Barnard College in Urban Studies and History.

Prior to joining 100RC, Tanya was Director of The Station Alliance, a non-profit working in partnership with the MTA to improve subway stations throughout New York City. Before that, Tanya was an independent consultant with HR&A Advisors, Inc. managing urban development projects including the NY Rising Community Reconstruction Program, overseeing the Post-Sandy resiliency planning process and the community rebuilding plans in hard hit coastal communities across New York City. She also led the management and programming for Lawn on D, an innovative public space in Boston in collaboration with the Massachusetts Convention Center Authority contributing to the revitalization of the Waterfront District of South Boston. She received her MSc in Urbanization and Development at the London School of Economics and was a 2008-9 recipient of the Charles H. Revson Fellowship at Columbia University, awarded annually to ten city leaders in New York City. Tanya has published articles on public space in Beirut, guest lectured on place-making at Pratt Institute, and is an instructor on public space at Columbia University's Summer Program.

Prior to her work with ASLA, Liz served as a designer at multidisciplinary firms in San Francisco and Washington DC and pivoted to the training and education space while at the National Building Museum, where she oversaw the institution's outreach programs. She brings an extensive background in public-private partnerships having led Green Spaces for DC's Park Partnerships programs, helping broker relationships between the municipality and local community groups on park infrastructure improvements. Liz has also served on national design and planning juries, including the EPA's Office of Sustainable Communities' National Awards for Smart Growth Achievement and the EPA's Office of Water's Campus Rainworks Challenge.Liz received her master's degree in Landscape Architecture from Cornell University and her bachelor's degree in the Growth and Structure of Cities program from Haverford College.

Peter joins 100 Resilient Cities after four years with the Port Authority of New York & New Jersey, where he most recently managed the agency's Enterprise Risk Management program and led an agency-wide scenario planning workshop and strategic action plan. Previously, Peter served as a Port Authority Leadership Fellow, completing assignments on post-Sandy recovery and resilience, corporate relocation to the World Trade Center, and asset management at Newark Liberty International Airport, as part of the two-year rotational leadership development program. Earlier in his career, Peter worked with the non-profit Alliance to Save Energy, where he developed and managed energy efficiency education programs in partnership with Investor-Owned Utilities, K-12 school districts, and universities throughout California.Peter holds Bachelor of Arts degrees in Politics and Environmental Studies from the University of California, Santa Cruz, as well as Master of International Affairs and Master of Science in Urban Planning degrees from Columbia University. While at Columbia, Peter completed studio projects on community development, eco-regional planning, and livability in Amman, Jordan; Quy Nhon, Vietnam; and Bangalore, India; and supported implementation of New York City's Comprehensive Waterfront Plan and PlaNYC initiatives while interning with the New York City Economic Development Corporation and New York City Department of Citywide Administrative Services.

    Gemma is a Program Manager for the City and Practice Management team in Singapore. She has over three years of experience with the Urban Redevelopment Authority of Singapore (URA). In this role, she studied gaps between the current state of development and long-term goals, and initiated research to address these gaps. In particular, she collaborated with fellow government agencies and universities to launch a $1 million project to improve the design of pedestrian infrastructure in a tropical environment.Gemma has experience of outreach and engagement through her roles in organizing the World Cities Summit 2014 and the Urban Sustainability R&D Congress 2015. She was also instrumental in creating Urban Lab – an initiative by URA that champions new thinking and practices for sustainable and liveable cities. Through its series of exhibitions, talks, and think-pieces, Gemma has helped to shape the research and planning agenda within URA.Gemma holds a Master's degree in Development Studies from the London School of Economics, and a Bachelor's degree in Geography from the University of Bristol. In an effort to advocate for city-to-city collaboration and support, she convened domestic and foreign governments to share best practices on innovative sustainable solutions and secured cross-sector partnerships to drive commitments around issue areas related to resilience and sustainability. Prior to joining the Mayor's Office, Mina worked as a Research Associate at the Clinton Foundation, where she conducted risk evaluation and management. Mina also worked at the Clinton Global Initiative as a Program Coordinator where she was involved in all facets of program and relationship management.Mina graduated from the State University at Albany in New York with a B.A. in Communications and Political Science and went on to earn her M.A. in International Affairs and Development from The New School. Key projects included advising on green investment opportunities within the freight market in 6 European and African countries, modelling transport systems and demand in British metropolitan areas and creating the business case for investment in the British rail network. At AECOM, Alex was a member of the AECOM's CSR team and worked with charities both locally and nationally and was responsible for founding partnerships between AECOM and local organisations.

    Maxwell Young leads the Global Communications and Marketing team at 100 Resilient Cities, overseeing staff and consultants in four regional offices. His work includes managing reputational risk; training staff and Chief Resilience Officers in communicating resilience; and ensuring 100RC is featured in newspapers, television stations, and digital media properties across the globe. He ran the 100RC Challenge process, through which 100RC's member cities were selected. He joined 100RC from Senator Charles E. Schumer's office, where he served as the Deputy State Director and Director of Communications in New York. In that role, Max served as chief spokesman, overseeing digital and traditional communications. He also served as a senior advisor on legislative and political strategy, helping to craft and pass legislation - including the $60B Superstorm Sandy relief bill. Before returning to New York, Max worked for Senate Democratic Caucus, serving as Deputy Communications Director and Director of Regional Media. There he advised Senate leaders on policy, communications, and political issues, and served as a consultant to the regional press operations of Senators around the country. Max was born and raised in New York City. He is an avid hiker, cyclist and reader, and holds a BA from Dartmouth College.
